Distinguished audience,
Today, while ending the setting of the rails on the new segment, Cahul-Giurgiulesti, of Moldova's Railway, we inaugurate a new direction of the railway traffic in the southern part of the country. This event is not an ordinary one. It is not only of a great economic importance, but also has a positive political echo.
The last 2007 year was a difficult year for Moldova under all the aspects - both under the political aspect and under the economic one. Nevertheless, both last year and 2008 represent a confirmation and a conclusive proof of our country's viability as independent state, as a state able not only to resist in the conditions of an extremely terrible drought, and also to look into the future: to establish and settle tasks regarding its further development.
The Cahul-Giurgiulesti railway segment is a convincing proof in this respect. Moldova has not postponed and has not ceased any project on the development of its infrastructure and its social development. The construction of gas pipelines and the supply of its settlement with water continued, works for the implementation of the roads' rehabilitation programme started, technological stations of machines have been opened and in the farming sector, the state supports the planting of orchards and vineyards, institutions of the health care field are restored and equipped with modern apparatus, the salaries and pensions increase.
In the conditions of these costly activities, the state found possibilities to build a very important railway segment, which comes to integrate the southern part of the country into the national transport network, and which ensures the connection of the Giurgiulesti Port with the rest of Moldova's territory. This railway segment considerably enhances the port's significance. In fact, namely it make out of the terminal a real port, while at the same time, providing jobs and transport facilities to a large number of people.
The railway transport presently also remains the most comfortable transport means for the passenger and goods traffic. The railways represent the "circulating system" of the economy, and statistic data conclusively prove this fact. According to this data, during the first half of 2008, almost thrice more goods were conveyed by railway than by all the transport means together. If to take the structure of the loads carried by the railway men, we see that three fourths of them are construction materials, cement and metal constructions. Although a great part of the goods conveyed by railway are only in transit through Moldova, nevertheless, their structure prove that a very active investment process is unfolding in Moldova.
The construction itself which we complete today was a big investment project of the state, which became possible due to more years of activity in order to re-establish order in the economy, form and increase the state budget, identify the strategic priorities and other actions which the state administration is obliged to undertake.
Nevertheless, the carrying out of this important project in a short period, is first and foremost, the merit of Moldova's citizens, the result of the organisational efforts, creative attitude towards the established tasks, of the competent actions and the self-sacrificing work of our people. At present, we are simply obliged to address words of gratitude to these true patriots of our country, among whom I would like to mention the director general of the State-owned Moldovan Railway Company, Miron Gagauz, deputy head of the railway maintenance service, Serghei Tomsa, heads of the railway mechanic stations, Nicolai Selivestrov and Gheorghi Codin, employees of the Cadastru (Cadastre) and Apele Moldovei (Moldova's Waters) agencies, Anatolie Cusnir, Alexandru Gorea , Mihail Miron, the chief engineer of the project, Vasili Lijanschi, and the head of the construction site Moldconstructmarket, Alexandru Lenta.
During more decades, there have been no possibilities to develop the railway network of Moldova in a capital way. As late as now, during the last three years, by a strong mobilisation of forces, we have managed to construct the railway segment Revaca-Cainari, which was conceived back before the World War II, and this segment - Cahul-Giurgiulesti, which can be considered with good reason as a victory of the Moldovan people in the consolidation of the state and ensuring of its stability.
The carrying out of this project on construction of railway in a record term inspires optimism also as regards the successful implementation of new ambitious projects, among which the one on the construction of the railway segment Ungheni-Chisinau, , in line with the European standards. The switch of the railway from Moldova to the European standards will give the country the possibility to fully turn to account the opportunities offered by its geographical position.
I hope that this project will be carried out with the same responsibility and self-denial which you proved at the construction of the Cahul-Giurgiulesti railway segment.
I congratulate all those present - designers and constructors, MPs, mayors and other representatives of the local authorities, government members, as well as all Moldova's citizens - over this event and this victory. I also convey to the railway men sincere congratulations on this occasion, success and flourishing before their professional holiday.
