Session concerning installation, operation of networks of the electronic communications crossing frontier of Republic of Moldova was spent by the President of Republic Moldova Vladimir Voronin. Participants - the first vice-prime minister, the Minister of Economics and trade Igor Dodon, the minister of information development Paul Buchatski, the chief of Service of the information and safety Arthur Reshetnikov, the chief of Boundary service Igor Kolenov, the director of National agency for regulation in sphere of electronic communications and information technologies (НАРЭКИТ) Серджиу Сытник, the adviser of the president concerning information development Valery Diozu.
Participants of session have discussed a level of development of telecommunication space of Republic Moldova and, in particular, a problem of installation, operation of networks of the electronic communications crossing frontier of the country. The weak level of development of a telecommunication infrastructure, including absence in the telecommunication market of variety of information services and technological decisions - such as «transit of data», the organisation of networks of data transmission with use of electric mains etc., shown by partial isolation of our country from a uniform world information field was marked. Absence of the branched out network of high-speed data links promoted formation of high cost of services the Internet in home market.
The president has demanded from present change of a current state of affairs in the field of installation, operation of networks of the electronic communications crossing frontier, having noted absence of vision by the Ministry of information development of prospects of IKT-BRANCH.
Besides, Vladimir Voronin has underlined imperfection of the legislatively-standard base regulating sphere of data transmission through frontier of Moldova, the sovereignty of the country not promoting strengthening.
As a result of discussions it was entrusted to Government to accelerate works on liquidation of the developed position. It is necessary for corresponding ministries and departments to provide assistance to economic agents in construction of systems of transfer and transit of data through state border within the limits of the available legislation. The ministry of information development and the Ministry for Foreign Affairs and the European integration should provide development and actualisation of legal base of information transboundary transitions, to create the mechanism of inventory and development of departmental standards.
Realisation of tasks in view should find reflexion in the planned schedule developed by the government. Realisation of the questions lifted during meeting, urged to promote development and liberalisation of the market of information technologies, to expand population access to information services and services, to cut access expenses to a network the Internet for the end user and all population as a whole.
