Innovations in health insurance included in the program for stabilization and economic revival of the Republic of Moldova for the period 2009-2011. Adopted by the Government Filat represent a "loophole for corrupt practices", - says member of Parliament, former Minister of Social Protection, Family and Child Galina Balmos.
New program provides for "implementation of a supplementary funding of healthcare services the second and third levels, through the implementation of additional payments depending on the degree of social vulnerability of patients. "If the patient is admitted to the hospital, he must participate in treatment. Not enough to pay the policy, you must prove once and the degree of their own security, to participate or not participate, through additional payments, which, obviously, will be set differentially. Tell me please, this procedure does not leave it up too much room for subjectivism, does not serve as a loophole for corrupt practices? "- Questioned Galina Balmos.
According to the MP, this innovation is fully healing process more bureaucratic. "Now is the bureaucratization of the therapeutic process, as the patient must be documented to prove whether it belongs to a socially vulnerable category or not to pay or not additional funds for health services", - noted Balmos.
Program "for stabilization and economic revival of the Republic of Moldova for the period 2009-2011." Was adopted by the Government on 18 November this year, a month later than the deadline for development of this document, designated representatives of the new leadership.
Freezing nominal amount of compensation and termination of the right to receive compensation from January 1, 2010. When we approved the Law on Social Protection, was tempted to close the system of targeted compensation. We analyzed a lot, we've been struggling with those donors who have put us a condition to stop, to exclude the payment of nominal compensation, and we saw that most of the targeted beneficiaries of compensation - it is people with disabilities with various disability groups, from 200 thousand beneficiaries, most - people with disabilities, mothers with many children and single pensioners. Otherwise, the total number of recipients of other categories not increased but decreased in relation to age, "- said ex-Minister of Social Protection, Family and Child, a member of parliament Galina Balomosh analyzing a program developed by the Government Filat.
