At the press conference organised by party of socialists Igor Dodon has made the statement on a position of party concerning initiative АЕИ to organise the constitutional referendum.
The party of socialists acts with the following position of principle.
1. The party of socialists demands appointment of date of election of the president which should occur not later than February and would put the end to crisis and sociopolitical uncertainty. Socialists consider, that now there are real chances for election of the head of the state in a present constitutional format. There are preconditions for election of the nonparty president, on the basis of a wide political consensus because, both opposition and a civil society, and some representatives of the power already approve such decision, absolutely democratic.
2. If, however, both attempts of election of the president fail, present parliament it is necessary to dismiss and organise preschedule parliamentary elections, in the terms designated by the legislation, but not later than June-July, 2012.
3. We put forward the initiative of modification of the Selective code concerning procedure of elections of deputies of parliament. We consider expedient voting for a new way of the organisation of parliamentary elections in which the majority of deputies would be represented by country areas, would be known for concrete actions and are put forward directly by citizens.
4. In case of preschedule parliamentary elections, after unsuccessful attempts of election of the president, the Party of socialists offers - simultaneously with preschedule parliamentary elections, to organise a referendum, to avoid similar blocking in the future. During this referendum it is necessary to offer for voting simplification of procedure of election of the president of the country, with transfer of some powers of the president to a legislature.
However, if the initiative about entering of amendments into the Selective code concerning change of a way of elections of members of parliament is not supported in parliament, considers expedient to consult on this question with citizens within the limits of a separate referendum.
We remind, that the present power is on the verge of legitimacy, and attempt to throw down a challenge to current democratic and constitutional norms around to positions of the base law, can be carried to government usurpation.
If the alliance does not consider and will not accept the offers which have been put forward by Party of socialists, we, socialists, we reserve the right to itself to make more categorical decisions with a view of protection of democracy and the Republic Moldova constitution.
