The mixed electoral system now in Moldova. Despite contradictions and absence of wide discussion, the parliamentary majority has passed in a current of days the new law on elections. And literally next day has published this law in "Monitorul oficial". Liberal party and party of Communists of Moldova were against. Against crudity, against haste, against conditions in which this law is passed. So: the document provides the following: except uniform election district on which 51 deputy is selected (under party lists), 50 one-mandatory districts will be created. In them deputies will be selected directly. In a case if in one-mandatory district any of candidates cannot type 50 % plus one voice the second round of elections between those who has typed the greatest poll will be spent. Thus, according to the bill, citizens РМ living on the left coast of Dnestr or abroad, can vote only on national election districts. If the same candidate passes in parliament under party lists and at the same time wins elections in the district the priority is given to district. And its place in parliament occupies following on the party list. On the average one election district will include 50-55 thousand persons. Elections will be recognised by taken place if in them both 25 % of voters have taken part in one-mandatory districts, and under party lists. New rules of election of deputies will manage to the people in копеечку. Experts recognise, that the mixed electoral system demands the big expenses, they will raise approximately on 25 %. But 64 deputies who have voted for the given bill - from LDPM, DPM, Igor Dodona and Vadim Mishina's groups, "grouping" of liberals-reformers, and also independent deputies Михая Годя and Серджиу Сырбу, is, it is visible, excites a little. At the same time the vice-chairman of Liberal party, deputy Korina Fusu asserts, that «there are people who did not vote for this law though their voice has been counted up». Фусу considers «inadmissible voting for so important law without discussion with a civil society and without examination of the Council of Europe». In the meantime the Party of communists has asked to transfer quickly the Secretary general of Council of Europe Торбьёрна Ягланда the bill of change of an electoral system in Moldova to examination in the European commission for democracy through the right - the Venetian commission. « The law, contrary to obligations РМ to the Council of Europe, is accepted without the international examination, for lack of political and общегражданского a consensus in Moldova, in interests of several corruption and oligarchical clans », - communists consider.
