Kishinev studies the international experience of pension reforms. Studies under the guidance of Maria Borte, the head of national cash desk of social insurance. Moldova tries to be reformed.
Chairman NCSS Maria Borta, representing reform of pension system in Moldova which started in 1999, has noticed, that its necessity has been caused by several major factors: an economic crisis of the beginning of 90th years, caused inflation growth, currency reform, reduction of receipts of financial assets in the budget, high rates of social payments; communication loss between the size of pension and the labour contribution of the worker; discrepancy of the pension legislation and a control system inefficiency.
According to the madam of the Board, most of all on pension reform press negative demographic processes. As shows the statistican, in 2013 on a share of people is more senior 60 years 15,3 % of the population of Republic Moldova were necessary. With growth of number of pensioners loading increased by the budget of the state social insurance which since 2009 has started to test deficiency also.
Reforming of pension system has begun with working out and acceptance of Strategy of reform of pension system and of some thematic laws. Later 15 years can be ascertained, that some tasks in view have already been realised. First, the pension age with 55 till 57 years for women and with 60 till 62 years - for men is raised. Secondly, since July, 1st, 2011 the seniority necessary for appointment of pension on age for men began to increase for 6 months annually: for today it makes 31 and a half a year (by its 2020 about 35 years are planned to increase). The size of the seniority necessary for women for appointment of pension on age, makes now 30 years. Thirdly, some concessionary terms are cancelled at an exit on pension (long-service pensions). Fourthly, loading on payment of insurance payments between employers and workers (if, for example, in 1996 the size of payments in fund of the state social insurance for economic agents made 35 %, and for workers - 1 % now - 23 % and 6 % accordingly) is redistributed.
Chapter НКСС has noticed, that at the given stage it was possible to achieve certain results in pension reforming: the financial system became stabler (rates on payments are lowered, fund raisings have improved, debts on pensions are liquidated); indexation of pensions which allows to staticize their size is annually spent; the State register of the individual account and the integrated information system is created, allowing to exchange data with external partners (Tax inspection, the State register of the population and the Register of economic agents, the National medical insurance company, the Ministry of Finance and other establishments).
As Maria Borta has informed, to one of seven principles provided in introduced in РМ of National strategy of development "Moldova-2020", creation of fair and steady pension system which will provide a worthy standard of living after an exit on pension to all categories of citizens is. It is planned to reach by modernisation of existing pension system on the basis of a principle of solidarity and introduction of new level - memory pension system.
