The president of Republic Moldova Vladimir Voronin has held the session devoted to introduction of a course of integrated history in доуниверситетских educational institutions.

Vladimir Voronin has noticed, that it interferes for the first time with discussions about introduction of a course of the integrated history in доуниверситетском formation. Education through the history based on a principle of integration, is one of our first steps, the extremely important on a way of joining to the universal values, approved by the European union. In the course of harmonisation with the European standards our country should accept about 1100 laws which most part will inevitably cause inconsistent discussions in a society. Therefore that fact should disturb me, that we so difficultly begin, that we stumble from the first steps to the European integration, that discussions round this theme threaten with split in a society and are used in political ends, the president has told. Vladimir Voronin has declared, that any disagreements on introduction of a course of the integrated history in an education system should be discussed in atmosphere of calmness and mutual respect, within the limits of sessions, round tables, seminars, instead of in streets.
Understanding of what not war, and the world, not destruction, and creation, not hatred, and tolerance underlie existence of the person, and there is a world history. Realising it and putting before itself the purpose of consolidation of the European nations, inadmissibility of split, the Council of Europe has gone on a way of teaching of the history based on a principle of integration, Vladimir Voronin has noted. The Head of the state has underlined, that in March, 2005 101 deputy of parliament has proclaimed unanimous voting the European integration by a strategic problem of our country. It assumes including education system reduction in conformity with requirements of the European community. Introduction of the integrated history in educational institutions is a small step on ways of our integration, but very important step, the president has told.
The head of the state has underlined distinction between concepts "a historical science" and historical education. The historical science carries out the research purposes based on the analysis, comparison, synthesis of opinions, concepts, etc. Here it is possible to state and oppose ideas and concepts, hypotheses that is a part of scientific researches. At school the historical education based on results of scientific researches is carried out. The purpose of historical education - to impart feelings of patriotism, self-sacrifice and fidelity to the country, the people, national values, historical consciousness and memory; it assumes an extensive knowledge of a place where you were born, correlated with history of region, continent, the world. The school is not range for struggle and experiences of scientists. At the same time the chair of the teacher cannot serve and a political tribune, the president has told.
Vladimir Voronin has underlined, that history teaching in доуниверситетских educational institutions cannot be carried out on the basis of one source, for example, the textbook. We were convinced, that there is no ideal, perfect textbook, hence, history teaching assumes use of the several sources representing various opinions, sights, interpretation of this or that event, Vladimir Voronin has told.
The head of the state has underlined also, that historical education urged to consolidate a society, instead of to split it; to unite people round the general positive values, to bring up tolerance, a recognition of distinctions, critical spirit. Realising it, the European countries have passed from history teaching on the ethnocentrist to system (in which basis history of one nation) to history teaching on a basis поликультурности, multiperspectivity and pluralism of opinions, the president has noted. Vladimir Voronin has underlined necessity of maximum use of experience of the European countries in the course of working out of textbooks.
The head of the state has underlined, that 15 years the Republic Moldova possesses the status of the subject of international law. Our country - not someone's province or a province, it has all attributes and symbolics of the modern state with traditions, culture and centuries-old history, Vladimir Voronin has told. In this context the president has reproached scientists of the academic establishments with absence of the generalised scientific researches defining a place of Moldova and Moldavians in the European and world history, and also the works reflecting modern history of our state.
Acting in debate, vice-premier Valerian Kristja has noticed, that the first attempt of release of textbooks of the integrated history for доуниверситетских Republic Moldova establishments was difficult experience, result of efforts of a command from 400 teachers of universities, experts of the country and foreign experts, teachers. We can be proud of that these textbooks have successfully passed examination of the most authoritative profile European establishments. Валериан Кристя has expressed a regret concerning a small number of offers on participation in competition on working out of textbooks of the integrated history, declared by the Ministry of Public Education and youth.
The chairman of Association of historians Анатол Петренку has subjected to the rigid criticism textbooks of the integrated history, having declared, that they contain errors фактологического the plan, are infected by "the Soviet mentality" in a material statement, and also that their authors are "anonymous authors". Анатол Петренку has suggested to withdraw textbooks from доуниверсистетских educational institutions till October, 1st and to renew debate under the maintenance of a course of history, преподаваемого at schools and lycées, since concept specification "the integrated history".
The professor университар P.Kokyrle's GUM has doubted competence of experts of EU which have drawn the conclusion under the textbooks of the integrated history developed in Republic Moldova. He has reproached the Ministry of Public Education with absence транспарентности in the course of working out and examination of textbooks.
The Corresponding member of Academy of sciences Demir Dragnev has confirmed, that textbooks were created in extremely deadlines, and their maintenance mismatches a present level of development of a science. The scientist has suggested to reconsider critically the maintenance of textbooks and to declare competition on a writing of alternative textbooks, and also хрестоматий on history. At the same time Демир Драгнев has supported idea that discussion of the maintenance of textbooks should be spent in the academic and university circles, instead of at schools.
As the assistant to the rector of Academy of the public management Корнелиу Попович has noted, written textbook of the integrated history for 5th and 6th classes, editions which have been given educational institutions, have reviews of experts of the Council of Europe conducting of the European structures in given sphere, and also Institute of history АНМ. In its opinion, the competition declared by the Ministry of Public Education in April, 2004, became for the Moldavian scientists some kind of examination: whether in a condition we to develop a course of history of the Republic Moldova, reflecting a place and a role of this state in a context regional, continental and a world history? Корнелиу Попович has suggested the Ministry of Public Education to systematise offers and recommendations to consider them at release of the second edition of textbooks of the integrated history.
According to the chief of municipal management of education of Tatyana Nagnibeda, not only history textbooks, but also at textbooks in other subjects have enough lacks, however history textbooks are exposed to the greatest criticism only. And it testifies to political underlying reason of discussions. Competition on working out of textbooks of the integrated history was perfect транспaрентным and opened, nevertheless a little the scientific have wanted to accept in it participation, Tatyana Nagnibeda has underlined. It has rigidly condemned involving of children and students in debate at this course and has urged scientists to protect the point of view in a civilised channel: during scientific forums.
The author of many textbooks on history, the doctor хабилитат and the professor университар K.Stratievsky insisted on stability in working out of textbooks of history. In its opinion, the state in the person the Ministry of Public Education and youth should possess a monopoly on the statement of the maintenance of a course of history, and the scientific base of a course of history, преподаваемого in an education system, should be developed in Academy of sciences. At the same time scientists are free to make and offer an education system alternative textbooks. Thus all discussions about the maintenance of such textbooks should be деполитизированы and are categorically inadmissible in educational institutions. K.Stratievsky has stated a number of remarks under the textbooks of the integrated history presented recently and has suggested to eliminate lacks at reprinting of these manuals.
The Vice-president of Academy of sciences Maryanna Shlapak has paid attention to high quality of the textbook of the integrated history for 6th class devoted to the Middle Ages. She considers, that its authors concern the child as to the creative, intelligent person, do not impose it this or that opinion, and open horizons for accumulation of knowledge and dialogue. Maryanna Shlapak has specified also in the serious and balanced documentary basis of the textbook.
The teacher of history from village Izbesht of Orhejsky area of V.Veveritse welcomed that fact, that by working out of a course of the integrated history the emphasis became on experience of teachers that modern methodical requirements have been considered. Teachers with pleasure will use alternative textbooks, but will prefer to work with what correspond to XXI-st century requirements, the teacher considers.
The professor университар the State university of Moldova Еуджен Чертан has reproached historians who criticise textbooks of the integrated history, that they have refused to join in their working out. The one who asserts, that them have bypassed, misleads the public. I personally persistently addressed to known historians, but they have given up to me, confirms Еуджен Чертан. He has urged scientific and high school circles to refuse ambitions and politicisation of a problem and to unite the efforts for constant perfection of methodical base of a course of the integrated history, including for the edition хрестоматий on history.
The minister of education and youth Victor Tsvirkun has declared, that the decision on introduction of the integrated history is based on a strategic eurointegration choice of our country. At an experimental stage the number of the teachers, wished to conduct the given course, has exceeded critical weight and, thus, obligatory introduction of textbooks of the integrated history became obvious. The minister of education and youth has specified, that all published textbooks have been selected on the competition declared on the basis of the Law on formation. As he said, from the experiment beginning all scientific and teaching community had possibility to express concerning the maintenance and didactic principles of teaching of the integrated history in доуниверситетских educational institutions. Victor Tsvirkun has condemned attempts of separate researchers to proclaim the opinion true in last instance, and also to transfer debate to school classes and high school audiences. Debate and debate under the maintenance of a course of the integrated history should occur in Academy of sciences, head Minprosveta considers. He also has underlined, that history teaching at schools and country lycées should promote education of love to the Native land - Republic Moldova, instead of to other states. Victor Tsvirkun has suggested to create in the Ministry of Public Education and youth working group in which offers and recommendations about the maintenance of textbooks of the integrated history will arrive. The minister also has supported initiatives on working out and the edition хрестоматий on history.
In end of discussions the president has supported immediate whenever possible elimination of the specified lacks of the maintenance of the developed textbooks. The head of the state has offered, that for the second edition of textbooks of the integrated history under the aegis of Institute of history, the states and was right АНМ the expert group is created, for participation in which all interested establishments or associations will be invited. Under Vladimir Voronina's offer, the logistical base of the edition of textbooks of history will be provided with the government, and scientific - Academy of sciences of Moldova.
In summary Vladimir Voronin has thanked participants of debate for a sincere and interesting exchange of opinions. The president has expressed confidence that any disagreements and lacks can be overcome during open dialogue, free from political underlying reason. In school textbooks, the head of the state considers, events need to be reflected fairly, not trying to interpret them or to copy history.
