Cozma Arthur, was born on April, 22nd, 1967 in the city of Kishinev, the ex-minister of culture and tourism Cozma Arthur in 2005 - 2008. A graduate of the State University of “M.V.Lomonosov” in Moscow, History Department, he follows in 1991-1993 – Post-graduated studies at the National School of Political and Administrative Studies in Bucharest. Afterwards, in 1994, he is attending courses on Diplomatic Studies run by the Ministry of Foreign Affairs of the Kingdom of Sweden and the Netherlands. From 1993 to 1995 he is the First Secretary of the UN-Department of the Ministry of Foreign Affairs of the Republic of Moldova, and during 1995-1998 – First Secretary of the Embassy of Republic of Moldova in Romania. In 1998-1999 he is Deputy Director of the State Diplomatic Protocol Service of the Ministry of Foreign Affairs of the Republic of Moldova. From 1999 to 2000 acts as Adviser on Special Missions and Protocol of the President of the Republic of Moldova. In the period 2000-2001 his career continues as Head of General Department of the State Diplomatic Protocol Service of the Ministry of Foreign Affairs. In 2001 he is appointed Extraordinary and Plenipotentiary Ambassador of the Republic of Moldova to Israel. Upon the confidence vote of the Parliament, and by Decree of the President of the Republic of Moldova, of 19 April 2005, he is named Minister of Culture and Tourism. Married and father of a child.
